IP D1 Paper on links to national and international activities


Summary

 

This deliverable on links to national and international activities is the second version of a compilation of the important forces surrounding the active safety international arena. In a large project such as IP PReVENT, many external factors need to be taken into account in order to bring a broader picture to the research project and its topics.


An overview of preventive safety applications and the technologies used helps the reader to understand the extent of the research topic. We also describe the different stakeholders and their involvement in the project.

We describe the political environment around the road safety policy. A description of the regulatory bodies is given with focus on the main road safety contributors.
Finally, we describe the challenges and potential impacts represented by preventive safety applications for the member state in the European Union and beyond. In the annexes, we review the EU15 member states policies according to their road safety agenda. We link to the national authorities and other relevant national bodies. A list of the most relevant EU and national projects is also provided.


What’s New?
The first version of this document was especially dedicated to the European activities as a first stage of international cooperation. In the second revision, we included a whole new chapter on US and Asia-Pacific activities with all relevant on-going national projects. A section on the role of PReVENT towards the eSafety objectives was added. In the same chapter, a short description on the i2010 intelligent car initiative was given to complete changes in the EU policy framework for road safety.
In the annexes, the national policies related to road safety were completed with some of the EU25 accessing countries. This third revision contains feedback on some measures defined at different levels to improve active safety. The White Paper and the Road Action Safety Programme were reviewed at mid-term. The RESPONSE 3 Code of practise was appraised by officials of the Departments for Transport. A section shows an example of Departments for Transport and public authority research stimulation. The report on European, U.S. and Asian research activities and the Annex with the now 27 EU countries’ national policies were updated. The US and Asian activities chapter was extended, for example, by the research activities on driver workload metrics and intersection collision avoidance as well as a more detailed
description of the the Japanese Smartway project. The US and Michigan DOT VII White Papers were added to the annex.
