Technical Abstract A scalable message management is one of the key issues within WILLWARN. The typical distance between communicating vehicles varies from about 50m within a traffic jam to several kilometers on rural roads. Messages might be detected by hundreds of vehicles or by just a single one. Information is generated and distributed in a decentralized network. Therefore message management has to provide the handling of messages from different sources. The main problem is an efficient distribution of information within this varying communication network. Chapter 2 explains parameters influencing message distribution and tries to show some problems in the decentralized network. Good message management can only be achieved if all modules: hazard detection, warning management module, and communication fit together. Therefore chapter 3 and 4 will describe the different modules within the WILLWARN system with respect to message management and message distribution. An allocation of necessary tasks and possible solutions are proposed. Using two examples, chapter 5 illustrates the challenges of the message management and the cooperation of the different modules.
