Abstract
This deliverable is the first of two deliverables to be worked out in subworkpackage 22.530 (Protocols and Standards). It contains considerations and preliminary results of appropriate medium access strategies, header formats and power control optimisation. In addition, it briefly describes the simulation environments used to evaluate and verify the findings and shows the current status of the frequency allocation process and possible impacts on road traffic.
